State asset management

The assets of the State comprise all the fixed assets and other assets, in the sense of the SYSCOHADA accounting framework, held by State entities — the State, ministries, local authorities, public establishments and other arms of the State — either for:
use in producing or supplying goods or services to the public;
rental to third parties;
administrative use or future requirements.
They comprise:
a) tangible fixed assets meeting the criteria above
b) items of cultural importance and inestimable value
c) intangible fixed assets

Our work on State assets covers principally the following:
the design and implementation of State policy on public assets, comprising all property and all movable and immovable rights, together with every intangible fixed asset belonging to the State;
the study of every question relating to the State’s public assets across the various sectors, in collaboration with the bodies concerned;
the census of the State’s property and of its movable and immovable rights, together with all its intangible fixed assets, and the drawing up of an exhaustive inventory;
control over the management of the State’s property, movable and immovable rights and intangible fixed assets, across the State, ministries, local authorities, public establishments and other arms of the State;
the development of administrative, financial and accounting procedures for managing the State’s property, movable and immovable rights and intangible fixed assets, including monitoring and internal control mechanisms, so that they are better safeguarded.
