The Larousse dictionary defines ethics as “the set of moral principles underlying a person’s conduct”. These are universal values, formalised through a set of principles whose purpose is to say how people should behave in order to deal with one another in good order.
Professional conduct — déontologie — answers that need by describing the body of rules and duties governing the exercise of a profession, or of a group of people, both in how it operates and in its dealings with the outside world. In that sense, professional conduct is an indispensable and complementary expression of ethical obligations and prohibitions.
The generally accepted principles of ethics, on which there is agreement the world over, refer essentially to integrity, independence, impartiality, objectivity, competence and confidentiality.
These principles establish trust, bind people to one another, and strengthen their bond with public institutions and administrations at every level. Observing them removes conflict and stimulates individual and collective effort.
